Defining Domestic Violence in Israeli Law: Welfare Ministry Supports the Bill

Israel’s Ministry of Welfare and Social Security now supports legislation to define domestic violence in Israeli law. In addition, the bill recognizes all forms of abusive behavior.

Rakefet Atzmon, Director of the Division for Families, Children and Youth, chairs the Inter-Ministerial Committee for Combating Domestic Violence. She also leads government policy in this area. Recently, she told the media:

“The Ministry is drafting a bill that defines domestic violence. Next, we will work with the Ministry of Justice to advance the legislation.”

This announcement marks a major milestone. For many years, the Rackman Center and Na’amat, together with other civil society organizations, promoted legislation to define domestic violence clearly. Moreover, they drafted a bill and advocated for its adoption.

A clear legal definition is crucial. It helps victims recognize abusive behavior. It also allows them to identify themselves as victims of domestic violence. Furthermore, courts, welfare authorities, and treatment providers gain better tools to respond and provide protection.

The Rackman Center welcomes the Welfare Ministry’s support. Therefore, we call on government ministers and Knesset members to take responsibility. They should advance the bill without delay.

Without a legal definition, victims remain unprotected.
